TO CONFIRM APPOINTMENT OF PARISH CLERK> Cllr T Berry proposed and Cllr T Alex seconded. All in Favour

MINUTES: Cllr S Potts proposed an amendment to the minutes of the meeting held on 1st March (point 7) to have the word ‘councillors’ added and Cllr J Firth seconded - all in favour.

MATTERS ARISING: None.

APPLICATION FOR CO-OPTION ONTO PARISH COUNCIL: None.

OPEN FORUM:  

Lincolnshire County Council-Cllr Palmer Not Present
E L D C – Cllr E Mossop Re Planning Newbridge Farm will keep updated on any changes. Covenham Water Sports there’s a full program this summer. ‘Use your local facilities`.
 Horse fen Road is now open.
Lincolnshire Police, None available, A Neighbourhood policing flyer was available to look at. 
REPORT ON NORTHERN AREA COMMITTEE MEETING: North Somercotes flooding of the land has been put off until June.

 A flood warden workshop day. Would anybody like to take on this job?

PARISH ROOMS: Volunteers needed for cutting the grass outside the back of the parish rooms if anybody can help please let us know.

ANY OTHER BUSINESS: Cllr S Davies is going to organise an afternoon tea party on the 15th June 2.00PM-4.00PM to raise money for the Parish rooms. If anybody can help by baking a cake or donating Tombola/Raffle prizes please get in touch with Sheila or one of your Parish Councillors. 
Parish Clerk to send a letter to Mrs J Harness to thank for the flower boxes outside the rooms.
             Cllr S Potts to tend and organise flowers at the notice board.

Confirmation and approval of minutes of Thursday 30th April 2009Cllr L. Jeavons proposed and Cllr J, Firth 2nd Cllr C E Brader read out the previous years minutes so all could recap on past events.

Members of the Public: It was asked if Covenham was entering “The Best kept Village” this year. The first round will be in June and a flyer will be sent out to remind all. Car parking near Barn Owl Cottages is a problem (Parking to close to the Junction) this needs to be reiterated to the occupants that it is dangerous. Some Charges for surface water can be reclaimed if you advise that you have a soak away to Anglian Water.


Any other business: Cllr E Mossop took the chair and thanked Cllr C Brader for all the work he put in as chairman for the past year.

Chairman’s Report for the year 01/05/09 to 31/04/10

Register of Electors at 2009 shows 135 Properties 271 Electors
Number of Councillors allowed – 7 St. Bartholomew 4 St. Mary – Total 11
The year started with 9 active councillors.
Cllr. P. Sowerbutts resigned at start of the year and was replaced by the co-option of Cllr T.F. Aldridge back onto Parish Council.
In September Parish Clerk Mrs J Harness resigned due to pressure of other work after almost two years of dedicated effort in forwarding the interests of the Council.  In November Cllr. A. Quinton and Cllr. S Davies were co-opted onto the Council.
In December the Council suffered the sad loss of Cllr. Brian Motley after a long illness.  As a founder member of the Council his long and dedicated service to the village as a Councillor and Trustee of the Poors Allotment and the Eleemosynary Charity as well as his services to the Church will be greatly missed.
In February Cllr. M. Madge was co-opted onto the Council and Cllr. C E Brader was appointed Trustee of the Poors Allotment and Eleemosynary Charities.
In March Cllr. Brian Price retired from Council.
There is currently 10 Councillors with 1 vacancy for co-option.

Six meetings of the Parish Council were held during the year with the average attendance being 7.  Five Extraordinary or Planning Meetings were held with the average attendance of 5.8.
The support of E.L.D.C. Councillor E.P. Mossop and Lincolnshire Councy Councillor R.J. Palmer offering guidance and advice at meetings has been beneficial and very much appreciated.
Spending during the year has been kept within budget and without exceeding the Parish Precept as set for the year.  This has been achieved through voluntary work by Parish Councillors and members of the public who offered their support on various projects carried out during the year.  Also, savings were made in fixed expenditure particularly insurance which was achieved without jeopardising the cover for Parish Councillors in carrying out their public duties.  This enabled the Parish Precept for the coming year to remain at the same level as the previous year.  Of the 102 Local Councils under E.L.D.C. 49 achieved the same objective of not increasing their precept this year.

Total of 3 bank accounts at 1st March show an increase of £1344.85 over last year.

Offer to purchase telephone box has not been pursued although we should be aware of levy we may be asked to pay for it to be maintained by BT.

Pinfold Signs are in the process of being erected at strategic points.

Four editions of the Village Courier have been distributed during the year, these have been received with both acclaim and criticism.  Any volunteer willing to engage sponsors, collect information, edit, print and deliver round the village should offer their services to Parish Council.

Salting of Pear Tree Lane and Firebeacon Lane which has been carried out during winter due to closure of Hose Fen Bridge has proved beneficial.  It should be pursued for this to be included in permanent salting routes.

New pumps are to be fitted to help alleviate any future flooding at the junction of Newbridge Lane.

A successful Eleemosynary Charity Christmas Lunch was organised by Cllr. Tina Alex and Mrs Janice Payne on behalf of the Trustees.  Unauthorised influence before, during and after the event caused confusion which can only jeopardise the future of the event.

The Poors Allotment Charity land letting is now confirmed and work in hand bringing the accounts up to date.  When these are confirmed a meeting of newly appointed Trustees of Ecclesiastical Charity and Eleemosynary Charity will hopefully re-establish the two charities with the Charity Commissioners.

Entry forms are submitted for the Best Kept Village competition.  For further information contact Cllr. Sheila Davies or Cllr, Angela Quinton.  This and other events will be advertised in Summer Courier.

Local amenities in this and neighbouring villages continue to decrease and cause concern.  To liaise and join forces with other villages may offer some benefit before we become totally dormant and isolated.

The aim of your Parish Council is to benefit the community as a whole which can be best achieved by co-operation rather than confrontation.  Please support your Parish Council in its endeavours.

My thanks to the Clerk, to fellow Councillors for their support, and the general public for their assistance during the year.
A special thanks to Vice Chairman Cllr. Lindsey Jeavons an ever present workaholic  who gets things done.  His commitment, patience, diplomacy and support in dealing with land agents, bank mandate change teams, accountants, charity commissioners etc in achieving the desired objective proves beneficial.
